Science Minister Blade Nzimande outlines South Africa's national AI strategy, emphasizing research partnerships with 9 universities, digital skills development, and ethical AI use in higher education.

National AI Strategy Takes Shape

Science, Technology and Innovation Minister Blade Nzimande has detailed South Africa's coordinated approach to artificial intelligence adoption in higher education:

  • Decadal Plan (2022-2032): Prioritizes digital skills development as foundational for economic growth
  • Center for AI Research: Network of 9 universities with 12 specialized research units
  • Public-Private Partnerships: Collaborations with IBM, Huawei, and Chinese tech partners

"We're not ahead of the curve, but we're not being left behind," Nzimande stated, acknowledging ongoing efforts to onboard all 26 public universities.

Bridging the Digital Divide

The minister highlighted key challenges:

  1. Institutional Inequality: Former historically disadvantaged universities require targeted support
  2. Digital Skills Gap: New programs like the "Muses of Bambu" initiative to boost capacity
  3. Language Development: AI projects at Stellenbosch University advancing African languages as academic mediums

"We're using our G20 presidency to ensure poorer nations aren't excluded from AI advancements," he added.

Ethical AI and International Cooperation

Nzimande emphasized UNESCO-aligned principles:
Anti-Weaponization: Citing concerns over AI military applications
Social Justice Focus: Directing technology toward development goals
Continental Coordination: Through Africa's STIA-2032 science strategy

"AI can uplift poorer countries when used ethically," the minister noted, referencing South Africa's work with BRICS nations on responsible innovation.

Practical AI Applications Underway

Ongoing projects include:

  • CSIR's Mortuary Identification System: AI-enhanced DNA matching for unclaimed bodies
  • Cybersecurity Research: Protecting digital infrastructure through CSIR
  • Speech Technology Development: Improving multilingual communication tools

"These technologies must solve real African challenges," Nzimande stressed, pointing to the National Advisory Council on Innovation's comprehensive AI strategy report.
